Oakdale Police Chief Jerry Ramar officially stepped into the position of interim city manager at the Monday, March 17 City Council meeting, marking a significant transition for the city. During that meeting, the council also approved Jason Grogan as interim police chief.

Grogan brings 28 years of law enforcement experience with the Modesto Police Department, where he previously served as Captain of the Operations Division, overseeing approximately 150 personnel. He holds a Bachelor of Science degree and has extensive experience in patrol operations, investigations, and strategic planning.

 

On Juggling Dual Responsibilities

Ramar addressed the dual responsibilities and outlined his plans during this period. “Balancing the responsibilities of Police Chief and Interim City Manager requires strategic delegation and collaboration,” Ramar stated. He emphasized the strength of his leadership team, naming Lieutenant Stever and Lieutenant Vanderheiden as key figures ensuring smooth day-to-day operations within the department. “With Jason at the helm of the Police Department, I will be able to concentrate on and learn my new role as the Interim City Manager,” Ramar said.

Addressing the challenges ahead, Ramar noted, “Oakdale is a growing community with evolving needs. It is essential that I ensure continuity in city services while keeping operations running smoothly.” His top priorities include maintaining fiscal responsibility, supporting infrastructure improvements, and fostering collaboration among city staff, businesses, and residents. Ramar also confirmed his intention to apply for the permanent city manager position.

 

Focused On Safety, Accountability

Ramar highlighted his qualifications for the role: “With over 20 years of experience in public administration, strategic planning, and financial management, I have a deep understanding of municipal operations.” He also cited his experience as a business owner managing a staff of 85 as valuable preparation for overseeing city governance. His leadership style will continue to focus on “transparency, accountability, and community engagement.”

When asked about maintaining focus on public safety, Ramar reassured residents, saying, “Public safety remains a top priority. Residents should not expect any disruptions in law enforcement operations.” He expressed confidence in the department’s ability to continue providing excellent service under Grogan’s leadership, noting that he will remain available to assist Grogan as needed.

 

Preserving Oakdale Charm

Regarding Oakdale’s development, Ramar spoke to balancing growth with the city’s small-town character: “Smart growth is key to maintaining Oakdale’s charm.” He plans to work closely with planning and economic development teams, secure grants, and prioritize sustainable development. Ramar acknowledged the community’s role, adding, “The people who live and work here ... are the ones who make Oakdale what it is. We owe a thank you to the people of our community for preserving and strengthening that sense of hometown pride.”

 

Future Forward

Looking to the future, Ramar outlined the essential qualities for Oakdale’s next city manager: “Strong leadership skills, financial acumen, and a deep commitment to public service.” He emphasized the importance of community understanding and meaningful relationships with local stakeholders. “I fully intend to apply for and earn the position,” he said, but added, “If I am not selected, I will ensure the transition is seamless. My dedication to Oakdale remains unwavering.”
