Council OKs final fiscal year budget

The Oakdale City Council voted 4-0 to approve the final budget for the 2024-2025 fiscal year at its meeting on Monday, Oct. 21. The total approved budget, covering over 80 separate funds, was designed to ensure responsible financial management while addressing key service areas for the city.

City Manager Bryan Whitemyer highlighted the adaptability of Oakdale’s budgeting process, noting how it allows the city to make adjustments throughout the year as necessary.

“This is a continuation of our budget process, this has worked really well for us to adjust as needed, as circumstances and conditions change, as revenues either increase or decrease,” Whitemyer explained during the meeting.

The General Fund, Sewer Fund, and Water Fund remained the city’s largest budget allocations. Public Safety services, including police and fire departments, were heavily prioritized, with $7.1 million allocated for the police and nearly $5 million for fire services.

A major highlight of the budget was its emphasis on public safety funded through Measure H, a local half-cent sales tax dedicated to this purpose. Over 90 percent of Measure H revenue will continue to support the police and fire departments. In total, the city expects $2.8 million in revenue from Measure H in the upcoming fiscal year.

“We still, despite the cost increases, know that we are receiving tremendous value from the Modesto Fire Department. The residents have voted to receive more comprehensive fire services for far less of a cost than if the city were to provide these services on its own,” Whitemyer said, justifying the allocation for fire services.

In terms of overall financial health, Oakdale’s General Fund is projected to maintain a healthy reserve balance of $6.8 million, or just over 40 percent, by the end of the fiscal year. Whitemyer emphasized the importance of maintaining this level: “Despite this transfer, the city’s general fund reserve remains at 41 percent, which is still above the city council reserve goal of 40 percent.”

Despite rising costs, the city anticipates a surplus of $528,747 for the 2024-2025 fiscal year, ensuring Oakdale can meet its operational needs while continuing to invest in the city’s future development.
