At its Monday, April 7 meeting, the Oakdale City Council unanimously approved a resolution authorizing a pavement rehabilitation project totaling $580,820 for Area 6 and Area 7, funded by SB1 Road Maintenance Fund 216. The motion passed 4-0, with Councilmember Jarod Pitassi recusing himself from the vote.
The approved project includes a contract with American Pavement Systems, Inc. for $528,400 – the lowest of eight competitive bids received on Feb. 20. Additional contingencies of five percent for construction ($26,420) and $26,000 for construction engineering bring the total budget to $580,820.
According to Capital Projects Manager Carina McDonald, this project is part of a multi-year slurry seal pavement maintenance plan, primarily funded by SB1 and focused on extending the life of Oakdale’s streets.
Area 6 covers the Vineyards neighborhood and part of Crane Road, where 578,000 square feet of Type II slurry seal and 187,000 square feet of rubberized chip seal will be applied. The process includes 23 targeted pneumatic rolling locations and re-striping.
Area 7 encompasses a portion of J Street east of Willowood Drive, with 506,000 square feet of Type II slurry seal, nine pneumatic rolling locations, and re-striping.
According to staff, the slurry and chip seal treatments are designed to extend pavement life by five to seven years without requiring full reconstruction.
SB1 funds, made available under the Road Repair and Accountability Act of 2017, were approved for this project in June 2024 under Resolution 2024-052. These funds are restricted to street maintenance and rehabilitation projects approved by the council.
The City Manager will execute the agreement with American Pavement Systems, with construction expected to begin in the near future.
