Council Continues Massage Discussion

In an attempt to ensure a fair and well-thought-out-ordinance regarding a hot-button topic, Oakdale City Council members decided to continue the vote for the proposed new massage ordinance to the Oct. 16 meeting.

At the heart of the debate continues to be the requirement of a CAMTC (California Massage Therapy Council) certification for all massage businesses licensed within the City of Oakdale.

Prior to the meeting, according to Police Chief Jerry Ramar, each of the licensed massage businesses were personally notified by an Oakdale police officer about the proposed ordinance change scheduled for the council’s consideration.

Another issue seems to be nailing down exactly how many massage businesses are actually providing services within the city.

Currently, 11 massage businesses are licensed to provide massage therapy services within the city limits; however, a Google search shows 17 businesses with massage services available.

Oakdale City Manager Bryan Whitemyer acknowledged the discrepancy, saying, a city-wide audit is planned to clear up the confusion.

“We’re putting everyone on notice, you need to have a license,” Whitemyer said.

Scott Cary, owner of two massage businesses in Oakdale, stepped forward with a concern regarding the proposed time restriction of a required closing of 9 p.m. as many clients work odd-hour jobs and need a more accommodating window.

“We have normal people that don’t have 8-5 jobs who don’t live around here,” Cary said, suggesting a 10 p.m. closing similar to how the Modesto massage ordinance is structured but the council seemed unmoved by Cary’s explanation, feeling more comfortable with the 9 p.m. proposed closing time.

Council members will revisit the issue at the next council meeting, scheduled for Monday, Oct. 16.
