The Department of Alcoholic Beverage Control (ABC) anticipates awarding grants up to the amount of $40,000 to 25 local law enforcement agencies. The grants would start as soon as Oct. 1, and support the Minor Decoy program, Shoulder Tap program, Informed Merchants Preventing Alcohol-related Crime Tendencies (IMPACT) program, Licensee Education on Alcohol and Drugs (LEAD) program, as well as enforcement during the holidays. These programs increase safety on California public roadways by addressing alcohol-related harm in the community. Grant funds are provided by the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration (NHTSA). The grant operation period is from Oct. 1, 2023, or upon federal spending authority (whichever is later) through Aug. 31, 2024.
“These grants will help reduce youth access to alcohol and increase safety in communities throughout California,” said ABC Chief Deputy Director Joseph McCollough. “We rely on local law enforcement to help make these programs a success throughout the state.”
Agencies that want to be considered for the grant must submit specific documents by Sept. 8, including a letter of interest, budget estimate and a printout of the city/county OTS crash ranking (alcohol involved fatalities, injuries, and had been drinking (HBD) drivers under 21). Rankings can be found on the OTS Crash Rankings website.
Selections will be based upon the applicant’s OTS crash ranking, goals and objectives relative to funding priorities, and the ability to implement the grant. Consideration will also be given to ensure grant funds are spread throughout the state.
The funding of the grants is contingent upon ABC receiving funds from OTS for the 2024 federal fiscal year.
